Los Angeles has set a bold vision for workforce development: sector strategies that will place 50,000 Angelenos into high-quality jobs by 2030. The sectors are defined, workforce challenges are clear, and the City's Five-Year Workforce Development Plan lays out the strategic framework. However, what's needed now is not another plan—it's a comprehensive system to deliver on that plan. The city requires integrated governance, coordination, and accountability systems that will make sector partnerships work at scale, aligning sector consultants, workforce providers, economic development partners, and employer coalitions to drive measurable results across healthcare, biosciences, arts and culture, and other key industries.
CivicSol has been brought on by the City of Los Angeles to serve as Lead Sector Strategist, operationalizing LA's workforce system by building the integrated sector service delivery system that will align partners, activate sector strategies, and deliver lasting results across the region's economy. Our work focuses on turning strategy into service delivery through four coordinated phases including strategic activation and alignment, sector coordination and system architecture, integrated tools development, and performance monitoring implementation.
We are establishing citywide governance structures and collaboration routines, coordinating and supporting sector strategists across multiple industries, and deploying standardized tools including shared CRM protocols, performance dashboards, and stakeholder engagement templates. Our comprehensive approach includes integrating economic development and workforce initiatives, expanding apprenticeships and work-based learning opportunities, and developing cross-sector insights and policy recommendations. Through continuous coordination with sector leads and consulting partners, we will ensure consistency in approach while maintaining sector-specific flexibility and accountability for outcomes.
Our integrated sector strategy system will position Los Angeles to meet its ambitious 2030 workforce goals through coordinated, accountable service delivery that drives equity, quality jobs, and measurable impact across all sectors. The system will operate with shared governance, accountability, and data systems that ensure consistency across sectors while providing flexibility for innovation based on unique industry needs. By building routines, tools, and leadership structures that connect LA's sector efforts into a high-performing, responsive ecosystem, this work will demonstrate how large metropolitan areas can operationalize complex workforce strategies at scale while maintaining focus on equitable pathways for high-barrier populations and sustainable career opportunities for all residents.
