let's connect

Midlothian’s industrial growth is creating choices that will shape the community for decades. With a manufacturing foundation in cement and steel, expanding business investment, and access to the Dallas–Fort Worth economy, the city has built a strong position in North Texas.
That growth brings both resources and responsibility. The investments Midlothian Economic Development makes today will influence where businesses expand, which jobs become available, how infrastructure supports development, and what residents gain from a growing economy.
CivicSol is partnering with Midlothian Economic Development to build an investment strategy that gives those decisions a clear direction for the years ahead.
Midlothian’s location at the intersection of U.S. Highways 67 and 287 connects businesses to the region’s workforce and markets. Its population growth and industrial development have expanded the opportunities facing the community and the demands on its infrastructure.
Building on its Five-Year Focus on Projects, the EDC is preparing to make increasingly consequential choices about how to put its resources to work. Those choices extend from land acquisition and infrastructure to reinvestment in existing sites and the conditions needed to attract and retain higher-wage employers.
Each investment carries trade-offs. Preparing one site may open an immediate opportunity, while acquiring land elsewhere may preserve an advantage for the next decade. An infrastructure project may require coordinated investment from the EDC, the City, and private partners. A promising industry opportunity may depend on workforce preparation as much as available space.
The strategy must help the EDC Board and City Council weigh these decisions together, establish what should move first, and preserve capacity for opportunities that will take longer to develop. Resident benefit will guide that work, with attention to job quality, a stronger tax base, infrastructure readiness, and Midlothian’s long-term economic position.
CivicSol will work with Midlothian Economic Development, its Board, and City Council to develop an Economic Development Investment Strategy that identifies how, where, and why the EDC should invest.
Our team will combine focused economic research, detailed site assessments, and facilitated working sessions to turn broad priorities into specific projects and investment decisions. The process will give leaders space to examine alternatives, test assumptions, and agree on the principles that should guide the use of public resources.
The engagement includes:
The final strategy will give Midlothian Economic Development a consistent basis for evaluating project requests and initiating investments that advance the community’s priorities. It will clarify which opportunities warrant EDC resources, where partnerships are needed, and how individual decisions contribute to a longer-term direction.
For the Board and City Council, that means a shared understanding of what to pursue, in what order, and with what expected benefit. For residents, it means a clearer connection between economic development investment and the jobs, infrastructure, and economic opportunities it is intended to support.
This partnership will help Midlothian put the resources generated by its growth to work with purpose, guiding investments today while preparing the community for the opportunities ahead.
