Unlike communities with expansive undeveloped land, Sachse needs to focus on maximizing the potential of its existing commercial corridors, identifying opportunities in emerging industry clusters, and supporting business retention and expansion strategies aligned with the city's vision. With limited developable land, the city requires strategic redevelopment efforts tied to economic development planning, reassessment of incentive structures, and identification of alternative funding mechanisms to maintain fiscal resilience while capitalizing on its proximity to major employment centers.
THE CIVIC SOLUTION
CivicSol is developing a comprehensive five-year Economic Development Strategic Plan for Sachse, integrating economic development goals with broader land use, infrastructure, and zoning policies. Our approach includes conducting peer benchmarking against 10 comparable cities to assess demographics, economy, and quality of life trends, analyzing Sachse's Type B EDC structure compared to five peer economic development organizations, and reviewing current Business Retention and Expansion programs and incentive structures.
The strategy process includes comprehensive cluster and sector analysis examining current and emerging industry opportunities, land use alignment assessment comparing Comprehensive Plan vision with zoning ordinances, and redevelopment area assessments for key corridors including the 5th Street District, PGBT Corridor, and Highway 78 Corridor. Through extensive stakeholder engagement including sector roundtables, business leader interviews, and community workshops, we are developing a strategic framework with measurable goals, priority strategies, and detailed implementation roadmaps including Year 1 Work Plans and Performance Monitoring Dashboards.

Sachse's Economic Development Strategic Plan will position the city to strategically leverage its prime location within the Dallas-Fort Worth metroplex while maintaining its distinctive character and quality of life. The plan will provide frameworks for targeted redevelopment, business retention and expansion, and strategic industry attraction that maximize existing commercial corridors and attract high-value industries. By aligning economic development with comprehensive planning priorities and establishing clear performance metrics, Sachse will be equipped to compete effectively for businesses and talent while ensuring fiscal sustainability and community-driven growth that reflects local aspirations and values.
