NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS — SHAPING THE FUTURE OF ONE OF AMERICA’S FASTEST-GROWING REGIONS

NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS — SHAPING THE FUTURE OF ONE OF AMERICA’S FASTEST-GROWING REGIONS

As regions across the country experience rapid growth, one challenge is becoming increasingly clear: the ability to manage that growth will determine long-term economic competitiveness and quality of life. Population gains, job creation, and investment are accelerating—but infrastructure, housing, workforce systems, and governance models are being pushed to keep pace.

Across North Texas, this dynamic is playing out at scale. The Dallas–Fort Worth region is adding more than one million residents every seven years and driving one of the largest regional economies in the country. At the same time, the complexity of coordinating across jurisdictions, systems, and priorities continues to grow.

THE MOMENT

The North Central Texas Council of Governments plays a central role in guiding this growth—serving 16 counties and 169 municipalities across the region.

As North Texas moves toward a projected population of more than 12 million by 2050, the Council is advancing a Strategic Visioning Process designed to look beyond traditional planning cycles and position the organization to lead through the next generation of regional change.

To guide this effort, NCTCOG is undertaking a comprehensive visioning process that will help define its role, priorities, and organizational approach through 2050.

Key questions shaping this work include:

  • Where will growth place the greatest pressure on infrastructure, housing, and regional systems?
  • How should NCTCOG evolve to lead across a larger, more complex region?
  • What economic and workforce trends will define long-term competitiveness?
  • How can regional coordination be strengthened while respecting local autonomy?

THE CIVIC SOLUTION

CivicSol is proud to partner with NCTCOG to design and deliver this Strategic Visioning Process through 2050—helping translate long-range foresight into practical strategy and implementation.

Our work combines economic and demographic forecasting, stakeholder engagement, and organizational design to support a clear and actionable regional framework. The engagement includes:

Long-range demographic, economic, and workforce forecasting through 2050
Scenario planning to assess future risks, disruptions, and opportunities
Organizational and governance diagnostics to strengthen coordination and effectiveness
Stakeholder interviews, workshops, and regional engagement across jurisdictions
Co-creation of a unifying 2050 vision grounded in both data and leadership input
Development of an implementation framework with accountability structures and performance metrics

To support this work, CivicSol is partnering with Lightcast for advanced labor market analytics and long-range forecasting. Together, the team brings deep regional expertise, data-driven insight, and implementation experience.

THE IMPACT

The result will be more than a vision. It will be a practical foundation for how one of the nation’s most dynamic regions organizes for the future.

This work will help NCTCOG:

  • Anticipate and plan for continued growth through 2050
  • Strengthen its role as a regional leader and convener
  • Align infrastructure, workforce, and economic strategies across jurisdictions
  • Translate long-range priorities into measurable action

As North Texas continues to grow, the ability to coordinate, plan, and lead at scale will define its success. This engagement will help ensure the region is prepared for what comes next.
